Teaching Americans How to Behave Abroad
Trying to combat anti-U.S. sentiment abroad, a campaign is under way to give the "ugly American" a makeover and improve the manners of business travelers overseas.
"We are broadly seen throughout the world as an arrogant people, totally self-absorbed and loud," said Keith Reinhard, chairman emeritus of DDB Worldwide Inc. who is leading the effort through a group called Business for Diplomatic Action Inc., a nonprofit organization that tries to get U.S. companies to work to improve the reputation of the U.S. in the world.

I thought about it a bit more and I think that all tourists should get these brochures. Americans are just more visible. It would be nice if some Czech NGO got inspired and it would give similar advice at the boarder. Besides Americans also especially to Germans, Russians and Brits. Prague could be such a nice city :)))
you forgot about Italians, Turkish, Moroccans, Ukrainians. Japanese are fine, they hide behind their camera all the time :o))).
Or what could be nice, there would be a Review board at the border, and those tourists that would behave inappropriately after examination (eg. give them 5 beers and watch what they do, how laud they are), they would not be let over the border! Yeay! (And they would have to give all the money they were intending to spend in Czech r. to the customs so that our economy does not suffer from less tourism).
